Having decided that the Arduino Levitation wasn't achievable in the given time frame I have set to work on creating other forms of magnetic levitation. The following is a tes on how I could use a vertical rod to keep the magnet levitated above another magnet.

Unfortunately the rod that prevents the fan from falling away from the magnetic field provides far too much friction for the fan to even consider rotating. It appears that we have another problem with friction... Back to the drawing board!
